We know the harm tobacco does to your health. Taxes over taxes are added on a weekly to “discourage” smokers. Yet, while those taxes help finance cancer in countries where public Medcare is applicable, we also know that some other countries simply make money out of people’s addiction. We also know very well that a government can decide to forbid a dangerous product overnight, as they usually do with drugs. Then why not cigarettes? We’ve watched documentaries about the biggest bandits, Chapo, Escobar and the billions or dollars they would generate via drug Trade. And the murders of course. But how much money have governments been making for decades thanks to tobacco? And how many murders in disguise via heart failure, cancers etc.

Your question is really interesting. Firsty, it's important to know that tobacco cultivation began in 5000 BC. The U.S cigarettes began to use some additives before 1970. I want to say that tobacco is embedded in our culture.
The question is, would people agree to stop smoking ? I mean some peope have a very difficult life and jobs and they can find their only pleasure in cigarrets. I don't think they will agree to stop smoking. Furthemore a such decision from states could drive to a revolution. I think the best solution for states is not to ban cigarettes but to make prevention notably on youngest generation. Currently the French President Macron declared "I want a generation with no tobacco in 2020"
Let see what will happen.
